Challenge
A state entity responsible for behavioral health and emergency preparedness required a clear picture of system capabilities and community needs across a diverse multi-county region. Without localized insight and cross-agency input, it risked misaligned funding and ineffective planning.

- Designed and deployed a 50-question statewide survey
- Facilitated over 60 interviews with emergency managers, behavioral health leaders, and community orgs
- Aligned findings with SAMHSA’s Behavioral Health Continuum of Care model
- Developed a written report with prioritized regional and statewide recommendations
